- Added configuration item "suppress_loading_on_query_context_modules" and set its
  default value to `False` (normal behavior).  Reason:  some installations were found
  to have modules in them that have lingering side effects in the Sublime Text
  run-time environment when KeyBindingReport loads them for the sake of being able
  to call their `on_query_context()` functions when needed.

  This feature allows the user to suppress this portion of functionality in the
  Package through this setting alone.

  Rationale:  99.9% of the features of KeyBindingReport are still powerful and useful
  without it having `on_query_context()` functions available.  It uses these when:

  - the report takes current editing context into consideration (e.g. in the
    "Which Binding?" report), and eliminates key bindings that aren't a match for it,
    and

  - ONLY in THAT context, ONLY when it encounters context-test names ("key" entries)
    that it does not recognize as part of the standard "set".  Only a small percentage
    of Packages have their own special name in key-binding context "key" entries,
    causing Sublime Text to need a `on_query_context()` to get a `True` or `False`
    answer to the question:  "Does this key binding apply in this editing context?"

  Let's take the BoxDrawing Package as an example:  what this feature enables is to
  detect exactly when some arrow-key bindings have special binding that Sublime Text
  will use when "BoxDrawing mode is ON".

  KeyBindingReport correctly detects and reports when this key binding applies in the
  "Which Binding?" report.  But this type of need is rare, and so it is deemed that
  this functionality can be safely suppressed without hindering the other 99% of
  KeyBindingReport's usefulness.

  Side Effects:

  The following reports may not be accurate if they rely upon a custom context-test
  name (i.e. context "key" entry name) that is not among the standard set of context
  "key" entry names listed here:
